James Leo Higgins, 56, was last seen on November 13, 1994, when he left his son's apartment in Sacramento, California. Higgins, who had an extensive family and frequently traveled to other states and countries, was known to have visited places like Guatemala and Ireland. On the day of his disappearance, Higgins left in his 1984 Honda Civic with Colorado plates, and he has not been heard from since.
