His sudden disappearance left his family and community in shock, as there were no immediate clues or explanations for his vanishing.
Initial Reporting and Investigation
Hugo's disappearance was reported to the National Missing and Unidentified Persons System and the Hidalgo County Sheriff's Office. The Consulado de Guatemala in McAllen, Texas, also became involved, indicating Hugo's Guatemalan heritage.
