On September 14, 2010, 29-year-old Jesus Carlos Quinones-Flores departed from Topeka, Kansas, embarking on a journey to Mexico to reunite with his wife. Driving a gray 1997 Dodge Caravan with temporary Kansas license plates, he was accompanied by an associate traveling in a separate vehicle. This associate, known for making regular trips between the U.S. and Mexico to transport goods and money to family members, placed two boxes in Quinones-Flores' van for delivery.
