James Neil Carr, a 48-year-old white male born October 3, 1955, stood approximately 6'0" tall and weighed around 180 lbs. He had black hair, hazel eyes, and bore unique physical characteristics, including the amputation of several toes and a notable surgical scar on his neck. At the time of his disappearance, Carr was living at the Oak Lane Trailer Park in Dry Prong, a small community in Grant Parish, Louisiana.
