On May 17, 2018, 38-year-old Ira Romair Payne-Bishop was last seen at Harrah’s Casino in Chester, Pennsylvania. Known to friends and family as “Chalk,” Ira was a father, barber, and Delaware resident who frequented the casino. That evening, he left the casino and vanished without a trace. His family grew concerned when he failed to attend his daughter Cali’s third birthday on May 19—a milestone he would never have missed. A Burned Car in Fairmount Park
Days after Ira’s disappearance, his black 2018 Dodge Challenger was discovered burned in Philadelphia’s Fairmount Park, near Randolph Drive.
