In the early hours of May 28, 2019, the tranquility of Washington, D.C.'s 2600 block of Birney Place, Southeast, was shattered by the sound of gunfire. Responding to reports at approximately 12:04 am, officers from the Metropolitan Police Department (MPD) discovered a grievously wounded man. The victim, later identified as 36-year-old William Boykin from District Heights, Maryland, had sustained multiple gunshot wounds. Despite the rapid response and immediate medical attention, Boykin succumbed to his injuries, marking the beginning of a complex and unresolved homicide investigation.

The scene presented a grim tableau. Alongside Boykin, another adult male was found suffering from gunshot wounds but survived the attack.
