A workman at the Pan Western Yard smelled a foul odor emanating from a Union Pacific Railroad Car at the incident location. The car had been loaded with rebar in Houston, TX on 6/21/05 at 1500 hours and it had arrived at the Pan Western Yard 7/6/05 at about 1230 hours. The workman climbed up the side of the open top car and found the decedent unresponsive, crushed under the load of rebar.
