Lake Mead Marina employees were patrolling the Saddle Cove, adjacent to the marina, looking for discarded tires and debris. As they rounded the cove, they noticed the decedent floating near the shore and obviously not responsive. They noted a small makeshift camp on the bank just above the decedent
