According to investigator information, an employee of Oxnard Harvest Company was cleaning up the area outside of the Simi Valley landfill when the witness noticed a brown paper bag on an access road. The bag was torn and a human baby foot was visible. The decedent displayed early signs of postmortem decomposition.
