On November 29 , 1994, John Bower was working at the Jefferson Water Treatment Plant when he observed what he thought was a rubber doll, which was floating in the first dump pit of the sewer. He retrieved the object and called the Ashe County Sheriff's Office. The object was a fetus which appeared to be approximately six months old.
