On the evening of December 21, 2018, the quiet streets of Germantown, Tennessee, were disturbed by a tragic incident involving a pedestrian. Carl Anthony Nolen was struck by a motor vehicle in the 6600 block of Poplar Avenue. The Germantown Police Department swiftly responded to the scene to investigate the circumstances surrounding the accident.
