Jessica Downey, 21, from Vincennes, Indiana, was found on November 23, 2016, after a reported vehicle accident near the intersection of East 23rd and Adams Streets in Indianapolis. Responding officers discovered Downey slumped over the steering wheel, suffering from a gunshot wound. Despite being rushed to Methodist Hospital, she succumbed to her injuries the following day.
