On a tragic Thanksgiving Day, November 22, 1990, Prince William County Police Officer Philip Michael 'Mike' Pennington, a 35-year-old male, lost his life in the line of duty in Dale City, Virginia. An 11-year veteran of the police force, Pennington was part of a SWAT team executing a search warrant at a residence on Dodson Drive. The warrant was connected to the shooting of an Arlington County sheriff's deputy that had occurred earlier.
The suspect in the deputy's shooting was identified as Mark F. Arban, 31. As the SWAT team entered Arban's home, they were confronted by the armed man. Officer Pennington attempted to de-escalate the situation and persuade Arban to surrender his pistol. However, Arban retreated into another part of the house, armed himself with a rifle, and opened fire on the officers. A single shot fatally struck Officer Pennington in the head, penetrating his helmet.
In the ensuing exchange of gunfire, other members of the SWAT team returned fire, killing Arban at the scene. The incident marked the first time a Prince William County police officer was killed by gunfire in the department's 20-year history. Officer Pennington, who had been wounded in a separate drug raid just 11 months prior, was remembered as a dedicated officer.
Following his death, the community mourned the loss of Officer Pennington, who was survived by his wife and son. In a testament to his legacy, an elementary school in Manassas was named in his honor. Five years after her husband's death, his wife, Connie Pennington, joined the Prince William County Police Department, continuing a life of service.
