Eric Ortega, a 34-year-old Hispanic/Latino man from Perryton, Texas, was spending time at a small gathering in a home on North Texas Street in Boise City, Oklahoma, when the quiet of the Panhandle night was shattered in the early hours of February 20, 2022.
