In the spring of 1904, the life of William Shelton, a 42-year-old White/Caucasian male, was tragically cut short in Albany, Kentucky. A constable for Clinton County, Shelton was known for his commitment to maintaining peace and order. On the evening of Sunday, April 17, 1904, a disturbance erupted in the streets of Watauga, a community within the county. Three men, under the influence of alcohol, were behaving in a loud and disorderly manner, causing concern among the local residents.
