In the summer of 2022, a tragedy unfolded in a Harlan, Kentucky community, forever altering the lives of a local family. On the evening of August 9th, 39-year-old Pheby Napier Cloud, a White/Caucasian female, was in her home on Johnathan Drive when her life was abruptly and violently cut short. A loving mother to her three children, Aliyah, Mitchell Jr., and Gracelynn Cloud, Pheby was known for her quiet and kind nature.
