In the late afternoon of Sunday, September 18, 2022, a quiet day in Jackson County, Kentucky, was shattered by violence. Outside a residence on KY-3445, an altercation erupted, culminating in a fatal shooting. The victim was Billy R. Issacs, a 42-year-old male from McKee, who was pronounced deceased at the scene by the Jackson County Coroner. His family would later learn the devastating news that their beloved brother and uncle had been taken from them.
The Kentucky State Police from the
Richmond Post were called to the scene just before 5:00 p.m. and immediately began an investigation into the deadly encounter. As detectives processed the scene and gathered evidence, details began to emerge about the moments leading up to the shooting. According to information later revealed from video footage at the residence, Issacs had entered the home carrying a rifle and a beer. Just eight minutes later, as he stepped back outside with a cigarette, he was shot.
The investigation swiftly pointed to a suspect who was known to the victim. As a result of the ongoing police work, 54-year-old Ricky G. Mcqueen, also of McKee, was arrested and charged with murder. He was subsequently lodged in the Jackson County Detention Center. While an arrest was made, it offered little solace to the grieving family of Billy, who remembered him as a man who adored his nieces and nephews, often giving them piggyback rides and playfully goading them.
Known to his friends in the Peacemakers Motorcycle Club as 'Moped Billy,' his death left a void in the community. The case was handled by KSP Post 7 Detective Anthony Bowling, with assistance from the Jackson County Sheriff's Office and other local emergency personnel. The family was left to navigate their profound loss, remembering a man who was a significant part of their lives.
