James C. Daily, the Chief of Police in Red Wing, Minnesota, was mortally wounded on January 15, 1907, at the age of 43. Chief Daily was born on February 18, 1863, in Palmyra, Missouri, and moved to Red Wing with his parents during his childhood. He grew up in Red Wing, attended public schools, and later worked as a skilled plasterer in various cities, including Seattle and Butte, before returning to Red Wing. He was appointed Chief of Police by Mayor John H.
Rich and re-appointed by Mayor Pierce, serving in this position for six years.
On the day of the incident, Chief Daily and Patrolman Peterson were attempting to apprehend a suspicious individual at the Sibley Hotel. The suspect, identified as August Bloom, was mentally deranged and opened fire on the officers. Bloom fired two shots at Chief Daily, one hitting him in the abdomen and the other in the shoulder. Despite being critically injured, Chief Daily remained conscious and clear-minded until his death the following day.
August Bloom, the suspect, was apprehended and later committed to a state mental hospital, where he remained until his death on May 11, 1931. Chief Daily's death was a significant loss to the community of Red Wing, where he was known for his big-hearted nature and dedication to his role. He was survived by his wife, Mary Dawson Daily, whom he married on February 11, 1902, and their son, James Dawson Daily, born on June 9, 1905.
