In the waning hours of daylight on October 5, 2018, the life of Walter Leon Baylor, a 32-year-old Black male, was cut short by gunfire in his Northeast Washington, D.C. neighborhood. The incident unfolded around 5:39 p.m. in the 300 block of 15th Street, NE, a community that had been experiencing a surge in gun violence. Officers from the Metropolitan Police Department were already patrolling the area when they heard the gunshots and responded swiftly.

Baylor suffering from a gunshot wound. He was rushed to a local hospital, but his injuries proved fatal, and he was pronounced dead. The swift police response not only aided the victim but also led to a quick apprehension in the case. The investigation pointed to 25-year-old Rodney Wayne Kinard, also a resident of Northeast D.C., as the perpetrator. Kinard was arrested on the very same day as the fatal shooting.
Initially, authorities misidentified the victim as Walter Bailey, but later issued a correction. Baylor's family was left in shock, stating that he had no known enemies. While the motive for the shooting was not publicly disclosed by the police, the incident was one of several violent acts that had put the community on edge.
Rodney Wayne Kinard was subsequently charged with second-degree murder while armed. On March 20, 2019, the legal proceedings concluded when Kinard was sentenced to 12 years in prison for voluntary manslaughter while armed. The terms of his sentence require him to serve a minimum of five years before being eligible for parole and include five years of supervised release upon the completion of his prison term.
