In the afternoon hours of a chilly Thursday just before Christmas, gunfire shattered the quiet of a Southeast Washington, D.C. neighborhood. When the sounds of the shots subsided, 28-year-old Russell Williams had lost his life in a brazen act of violence that also claimed the life of another man and left a third critically wounded.
