On Halloween night in 1994, a tragic event unfolded in the Academy Homes housing development in Roxbury, Boston, cutting short the life of a young boy. Nine-year-old Jermaine Ny Goffigan, an African American male, was returning from a Halloween party when he was struck and killed by a stray bullet.
