In the early hours of May 5, 1991, residents in the 4950 block of North Kerby Avenue in Portland, Oregon, were startled by the sound of a gunshot around 3:15 a.m. Upon investigating, they discovered Edward “Ed” James Black, a 50-year-old African-American man, lying in the street with severe bleeding. Despite prompt attention, Mr. Black succumbed to his injuries at the scene.
