On a tragic day in late summer, the life of a beloved seventy-two-year-old White female, Nancy Debbie Love Belcher, was cut short in her Charleston, West Virginia home. On August 30, 2022, the woman affectionately known as "Debbie" to her friends and family, was fatally shot. Belcher, a retired nurse who had dedicated over 25 years to caring for others at CAMC, was a cherished member of her Kanawha City community, often seen walking her dogs.
The investigation into her death led to a swift arrest. Her seventy-seven-year-old neighbor, Vestal Harper, was taken into custody. It was later revealed that the horrific events of that day were captured on a home surveillance video. The footage showed Harper arriving at Belcher's residence on Lower Donnally Road, and when she asked him to leave, he refused. What unfolded next was a cold and calculated act of violence.

After she collapsed to the floor, he stood over her body and fired a fifth shot before leaving the scene. In the legal proceedings that followed, Harper pleaded guilty to first-degree murder in October 2023.
