Jeffery “Jo Jo” Zolliecoffer, a 23-year-old resident of Waterloo, Iowa, was found dead on September 15, 1989. His body was recovered from the Cedar River north of Waterloo's business district. Zolliecoffer had been missing since September 7, 1989.

The investigation revealed that Zolliecoffer had suffered multiple gunshot wounds, including one to the back of his head. His body was weighted down with two cement blocks, indicating a deliberate attempt to conceal his remains.
