In the late summer of 1989, the life of Jeffery Zolliecoffer, a 23-year-old Black male from Waterloo, Iowa, was tragically cut short. Known to his friends and family as "Jo Jo," Zolliecoffer was last seen alive on September 7, 1989. A week later, on September 15, a grim discovery was made in the Cedar River, just north of the city's business district. A child playing near the river first spotted what they believed to be a mannequin, but it was soon confirmed to be a human body.
