On the warm summer evening of August 18, 2014, Luis Santiago, a 49-year-old Hispanic male from Waterbury, Connecticut, was enjoying a bicycle ride, a simple pleasure he had recently rediscovered after a triumphant battle with cancer. His newfound freedom and mobility were cut short in an instant. As he pedaled near the intersection of Wood and Walnut streets, just a block from the sanctuary of his own home, a single gunshot to the head ended his life.
