In the early morning hours of October 25, 1914, in Newport, Arkansas, Night Officer James S. Payne, a 46-year-old man, was on duty. Having received a tip about a potential burglary at the Hafner Grocery Company on Lower Front Street, he went to investigate around 2:30 a.m. Upon his arrival, he encountered two individuals, Howard Davis and John Woodard, whom he suspected were about to commit the crime. As Officer Payne moved to place them under arrest, the situation escalated tragically.
