On a late summer evening, the hum of traffic on Interstate 530 just south of Little Rock was pierced by the sound of gunfire. Inside one of the vehicles, 19-year-old DeVonta Trevion Miller was traveling as a passenger. As another car pulled alongside theirs near the Woodson Lateral Road exit, a series of shots were fired into the vehicle carrying the young man from Hensley, Arkansas.
