On January 21, 2023, 14-year-old Carlos Lugo was last seen when his mother dropped him off at a friend's apartment on Tidwell in Houston, Texas. Two days later, on January 23, he was reported missing after failing to return home or contact his family, which was uncharacteristic of him.
After an extensive search, on February 4, 2023, Carlos's body was discovered in a field on Firnat Street near the Hardy Toll Road, approximately a mile from where he was last seen.
The body was in a state of decomposition and had sustained multiple gunshot wounds, indicating foul play.
In the months following the discovery, the investigation led to the arrest of 18-year-old Zourian Stephon Lewis. Lewis was already in custody for the November 2022 murder of 36-year-old Arne Richardson, who was fatally shot while confronting individuals breaking into cars. Ballistic evidence linked the shell casings from Richardson's murder to those found at the scene of Carlos Lugo's death.
Further investigation revealed that Carlos Lugo may have been involved with Lewis in the attempted car theft that led to Richardson's death. While incarcerated on a misdemeanor evading charge, Lewis allegedly expressed concerns that Carlos was cooperating with the police regarding the Richardson case. Shortly after Lewis's release from jail on January 13, 2023, Carlos went missing and was subsequently found murdered.
On June 3, 2023, Lewis was formally charged with Carlos Lugo's murder. He is currently held in the Harris County Jail with a bond set at $500,000. The motive for Carlos's murder is believed to be related to fears that he was providing information to law enforcement about the earlier homicide involving Richardson.
Carlos Lugo's family continues to mourn the loss of their son, remembering him as a happy and friendly teenager. They, along with law enforcement, seek justice for Carlos and closure in this tragic case.
