A vehicle traveling westbound, east of the St. Stephens Drive exit, was approached by another vehicle that maneuvered behind and then alongside it. Occupants of the victim's vehicle reported hearing several gunshots during this encounter.
The driver and front passenger soon realized that their rear passenger, 22-year-old Brandon Valencia from Oakley, had been struck by the gunfire. They immediately transported him to a local hospital, where, despite medical efforts, he succumbed to his injuries on July 30, 2023.
