On August 24, 2023, at approximately 2:45 a.m., 38-year-old Baltazar Alcaraz was fatally shot at a homeless encampment near the 3400 block of Telegraph Avenue in Oakland, California. The encampment was situated beneath Interstate 580, an area known to be inhabited by several individuals experiencing homelessness.
