On September 29, 2015, the Savannah-Chatham Metropolitan Police Department responded to a call around 5 a.m. regarding a body found on the northbound side of Harry Truman Parkway, just south of Victory Drive in Savannah, Georgia. Upon arrival, officers discovered the lifeless body of 26-year-old African American male Romell Stephens lying on the ground. The circumstances surrounding his death were immediately deemed suspicious, prompting the initiation of a homicide investigation.
