Romell Stephens, 26, a Black male from Savannah, was found dead around 5 a.m. on September 29, 2015, on the northbound side of Harry Truman Parkway just south of Victory Drive. The discovery turned an ordinary Savannah morning into a homicide scene, with officers and crime-scene investigators shutting down the right northbound lane as detectives began trying to understand how he ended up there and what had happened in the hours before dawn.
