On a summer morning, Saturday, August 14, 1971, the body of a Caucasian male, Ralph Edward Kmetz, was discovered in his car. The vehicle was parked at the Columbia Island Marina, situated on the Virginia side of the Potomac River, in close proximity to the Pentagon. Mr. Kmetz had been fatally shot, and the time of discovery was approximately 9:40 a.m.
