In the late hours of a Thursday evening in Washington, D.C., the life of 15-year-old Sinquan Damone Tinker was tragically cut short. On November 13, 2008, at approximately 10:34 p.m., the young African-American male was shot and killed in the 4300 block of 4th Street in the Southeast quadrant of the city.
