Celso Martinez Rosales, a 46-year-old Hispanic/Latino man from Montgomery, was caught in a violent episode that began in the dark hours of July 7, 2023, when Montgomery police officers and fire medics were sent to the 4900 block of Plaza Drive, off Troy Highway, on a report of a person shot.
