On January 1, 1998, Patrol Officer John Kevin Lamm of the Fairbanks Police Department responded to a call concerning a reportedly suicidal individual, Joey DeWolf, at 2218 Mercier Avenue in Fairbanks, Alaska. Officer Lamm, aged 26 and a three-year veteran of the department, was accompanied by Officers Matthew Soden and Charles Williams III. Upon arrival, the officers attempted to make contact with DeWolf for approximately 15 minutes before deciding to enter the residence.
