In the early morning hours of September 4, 2011, the life of 38-year-old Ronald C. Carter, an African-American male known to his friends and family as 'Pee Wee,' was tragically cut short. His body was discovered on a sidewalk in the 2500 block of Rosetta Street in Richmond, Virginia, the victim of a fatal shooting. The call came in at approximately 1 a.m., and when authorities arrived, they pronounced him dead at the scene. His death was officially ruled a homicide.
