On September 20, 1998, Oscar Cocolan, a 17-year-old, was shot and killed while standing in the driveway of his home in Tyler, Texas. The incident occurred around 3:30 a.m. at 1727 North Owens Avenue, where Cocolan was talking with a friend when a vehicle drove by slowly. The vehicle, described as a four-door car with tinted windows, contained several Hispanic males.
