Noe Mendez, aged 36, was killed on May 12, 2011, in Houston, Texas, during what appears to be gang-related violence. Mendez, a documented member of the Southwest Cholo gang, became a target in a brutal ambush orchestrated by the rival gang Mara Salvatrucha, commonly known as MS-13. Mendez was fatally shot in what is believed to have been part of an ongoing turf conflict between the Southwest Cholos and MS-13. This incident occurred at 5720 Rampart in the Gulfton area of Houston.
The MS-13 gang leader, Omar Torres, who was later implicated in organizing Mendez's death, also ordered the killing of a cooperating witness who had provided evidence against him. This occurred while Torres was detained in the Harris County Jail. The witness, a 16-year-old, had been present at Mendez's shooting and had agreed to testify against Torres. This witness was killed by other gang members four months later in a retaliatory act, highlighting the violent and ruthless tactics often associated with gang activity.
Omar Torres was eventually convicted of capital murder for both Mendez's death and the subsequent killing of the witness. He was sentenced to life in prison without the possibility of parole. The prosecution was handled by the Gangs and Organized Crime Division of the Harris County District Attorney’s Office, and the investigation involved multiple law enforcement agencies including the Houston Police Department and Missouri City Police Department.
