On New Year's Day in 1998, the body of 20-year-old African-American male Reggie Scott was discovered, bringing a tragic end to what should have been a night of celebration. He was found at approximately 7:40 in the morning near the bleachers of a baseball field at Irving Park in Portland, Oregon, having been fatally shot.
