In the early morning hours of October 3, 2004, the life of 19-year-old African-American Jacquelene Shelavria Marcell was tragically cut short in Portland, Oregon. Just before 1:00 a.m., police responded to calls of shots fired in the vicinity of North Michigan and North Skidmore Street.
