On February 22, 1973, 23-year-old Frank Paul Turner was found dead behind a pool hall at 345 E. Apache Street in Tulsa, Oklahoma. His body was discovered at around 10:40 p.m. by an unidentified man who reported it to a nearby business. Turner had been shot twice, once in the left cheek and once in the neck. He was a resident of Sacramento, California, but was visiting Tulsa at the time to see friends and family.
