On July 17, 1997, the body of 44-year-old Jackie Oline Mooney was found in the Arkansas River near 2900 S. Riverside Drive in Tulsa, Oklahoma. Mooney had been brutally murdered, bound, and tied to a boat anchor before being dropped into the river.
