In the summer of 1997, a grim discovery was made in the waters of the Arkansas River in Tulsa, Oklahoma. On July 17, the body of 44-year-old Jackie Oline Mooney, a Caucasian female, was found floating near 2900 S. Riverside Drive. The circumstances of her death were immediately indicative of a brutal murder.
