In the predawn hours of August 5, 2008, in Tulsa, Oklahoma, the life of 28-year-old Allen Chance Ring, a Caucasian male, was tragically cut short. Allen was at the Cooper Mill Apartments, reportedly searching for his misplaced cell phone. Around 4:35 a.m., the quiet of the morning was shattered by the sound of gunshots near the apartment complex's pool area.
