In the early hours of a Monday morning in Tulsa, Oklahoma, the life of 28-year-old Tyler Gragg was cut short in a violent encounter. Shortly after midnight on September 16, 2013, police were called to the 4900 block of South Norfolk Avenue to investigate reports of a shooting.
