Ruth Carter, known as "Miss Ruthy," was murdered on December 13, 1999, at her home located at 114 Ridge Avenue in Dayton, Ohio. She was 50 years old at the time of her death. The initial investigation revealed that Carter was found inside her residence, and there was early suspicion directed at her former roommate. However, authorities found no physical evidence that could conclusively link him to the crime, leading to a stall in the investigation.
