On November 2, 2008, Ernesto Dewayne Allen, a 27-year-old man from Durham, North Carolina, was found fatally shot near the intersection of Dowd and Elizabeth Streets in East Durham. A male witness flagged down a passing officer at around 9:24 p.m., informing them of the shooting. When the officer arrived at the scene, Allen was discovered lying on the curb in front of 418 Dowd Street. He was rushed to Duke University Hospital, where he was pronounced dead shortly after his arrival.
