Tamir Rice, a 17-year-old male was found with a gunshot wound at the Foxwood Apartments complex on Hamilton Avenue in Panama City, Florida, after police were called to a reported shooting in late November 2025. Responding officers and EMS personnel provided lifesaving measures at the scene and continued efforts to stabilize him, but despite those attempts, he later died from his injuries.
The case was immediately treated as a homicide investigation given the circumstances surrounding the shooting and the severity of the wound.
According to information released by Panama City Police, people at the scene initially told officers that the shooting had been an accident and that the wound was self-inflicted. Investigators began examining the physical evidence at the apartment complex, as well as interviewing witnesses and those present when the gun went off. As detectives compared those statements to the forensic evidence and other information gathered, they determined that the early account of an accidental, self-inflicted shooting was not consistent with what they were finding. This shift in the understanding of what happened turned the focus of the investigation toward potential criminal responsibility for Rice’s death.
Further investigation led detectives to identify Aaron Brooks as the person they believe fired the shot that killed Rice. Police say their work showed that Brooks not only discharged the firearm that struck the victim but also tampered with evidence at the scene afterward, suggesting an effort to alter or conceal what had actually occurred before first responders and additional officers arrived. Based on those findings, Brooks was taken into custody and is facing charges of murder and tampering with evidence in connection with the killing.
Detectives also focused on another individual, Javonte Russ, in the aftermath of the shooting. Police allege that Russ attempted to mislead investigators by giving detectives false information about what happened, behavior they say was intended to interfere with the investigation once it became clear that the original claim of an accidental shooting was being questioned. As a result, Russ was arrested and is facing an accessory-after-the-fact to murder charge tied to that alleged effort to obstruct the inquiry. Authorities have stated that the investigation into the circumstances of Rice’s death continues, even as both arrested individuals face serious criminal charges related to the killing and the actions taken immediately afterward.
