On the early hours of November 1, 2025, Juan Loaiza, a 32-year-old Hispanic man from Ceres, California, joined friends at a Halloween party on the 100 block of A Street in the small community of Empire, just east of Modesto. What began as a late-night gathering in a residential neighborhood turned suddenly violent when gunfire erupted, sending guests running from the home and into the street as the sound of shots tore through the celebration.
