Elbert Francis Bibbs, an African-American male, left his Las Vegas apartment shortly before 11:30 p.m. on Thursday, November 30, 2000, to drive to his overnight shift as a security officer. He never made it beyond the parking lot of the Rancho Mesa apartment complex at 2881 North Rancho Drive. Multiple residents dialed 9-1-1 after hearing or seeing a commotion, and first responders found Bibbs slumped behind the wheel of his car.
