In the early morning hours of January 17, 2025, the life of 27-year-old Leilani Iveth Marroquin, a Hispanic female from Rockville, Maryland, was tragically cut short in what authorities have described as a double homicide. The grim discovery began to unfold around 3:16 a.m. when a Montgomery County police officer on patrol noticed a white BMW stopped at the intersection of Shady Grove Road and Research Boulevard.
Inside the vehicle, which had visible bullet holes, was the body of 26-year-old Marcell Jordan Hebron, also of Rockville.
Hours later, at approximately 7:40 a.m., the investigation led Rockville City Police officers to a parking lot at 2 Research Court, near the Sleep Inn Hotel. There, they found Leilani Marroquin, who had sustained multiple gunshot wounds. Shell casings were discovered near her body, and she was pronounced dead at the scene.
Investigators quickly connected the two deaths and identified 25-year-old Kaloyan Dimov Stoev as the suspect. Stoev, who had been staying at the Sleep Inn, was located and arrested in Rockville around noon on the same day. At the time of his arrest, he was found in possession of two firearms.
According to charging documents, Stoev informed police that he had arranged to buy marijuana from Hebron, whom he had known for a dozen years. Stoev alleged that during the transaction, Hebron pulled a gun on him, prompting Stoev to shoot him with a. 40 caliber ghost gun. He then claimed that as he was getting out of the car, he saw Marroquin reaching for a gun in the glove compartment and shot her multiple times. Police say that after the shootings, Stoev attempted to flee by driving Hebron's BMW with Hebron's body still in the driver's seat, but the car malfunctioned and stopped at the intersection where it was later found.
Kaloyan Dimov Stoev has been charged with two counts of first-degree murder and multiple handgun-related offenses. He is currently being held without bond. The bodies of both Leilani Marroquin and Marcell Jordan Hebron were transported to the Office of the Chief Medical Examiner in Baltimore for autopsies. The community has since come together to support the families of both victims, with a GoFundMe campaign established to assist with funeral expenses.
